Key findings

  • 1Buying new costs about £85,000 more than buying second-hand across the UK on average, a premium of 32.1%.
  • 2The premium is highest in the north of England. In the North East new builds sold for 83.3% more than second-hand homes, nearly 3 times the premium in the South West (29.5%). The gap is widest where second-hand homes are cheapest.
  • 3London is the only English region where new builds sold for less (-10.4%), and in 21 of its 33 boroughs new builds were cheaper. Most new homes in London are flats, while the second-hand market includes many large houses.
  • 4In 70 of 349 council areas new builds sold for less than second-hand homes, while in 115 they sold for at least 50% more. Hastings has the highest premium, at +142.2%.
  • 5Of the four nations, Scotland has the biggest gap: new builds there sold for 73.7% more than second-hand homes.
  • 6Part of the premium is the home, not just the newness. New builds are more often detached and larger than the average home sold, and come with a warranty and lower running costs. Compare a new build with similar second-hand homes nearby, not with the area average.

The premium by region

London is the exception: new builds there sold for less than second-hand homes on average, largely because so many London new builds are flats.

How this report is made

  • For every local authority, region and nation, the new build and second-hand (existing home) average prices are averaged over the 12 months from July 2025 to June 2026, the latest year with new build prices in the UK House Price Index. The premium is the difference as a share of the second-hand price.
  • A 12-month average is used because a single month can swing a long way in a small council area. The CSV also has the latest single month.
  • The UK House Price Index adjusts for the mix of homes sold, but new builds and second-hand homes still differ in size, type and location within a council. The premium is not the price difference for the same home, and a high figure can mean new homes there are larger.
  • New build prices are revised for several months after first publication, because many new homes are registered with HM Land Registry some time after they are sold. Recent months may change.
